A message dated May 20, 1998, was received stating the Governor has            
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:

"An Act establishing the Department of Natural Resources as the               
platting authority in certain areas of the state; relating to
